Ministry of Education and Science of Ukraine launches a project to introduce supervisory boards in vocational education.
Ukraine is beginning the implementation of the project “Good Governance of Vocational Education Institutions through the Creation of Effective Supervisory Boards” (GO VET), as announced by the Ministry of Education and Science.
The initiative is part of a systemic reform of vocational education and is aimed at modernizing the management of institutions, as well as adapting them to the needs of the modern labor market in the context of wartime and Ukraine’s post-war recovery.
The project is being implemented in line with the provisions of the Law of Ukraine “On Vocational Education,” which предусматривает the introduction of a new governance model for vocational education institutions based on transparency, accountability, autonomy, and partnership with business.
The introduction of supervisory boards is an important step in decentralization and strengthening the institutional capacity of educational institutions. This approach aligns with European principles of human capital development and is consistent with key EU policies in the field of skills and vocational education.
The project will last 12 months.
The project includes:
- assessment of needs and analysis of the regulatory framework for the functioning of supervisory boards;
- piloting a new governance model in 10–15 vocational education institutions;
- formation of supervisory boards with the involvement of business representatives, communities, and public authorities;
- development of methodological recommendations and training materials;
- creation of an online course for training supervisory board members;
- development of an implementation plan for supervisory boards in vocational education institutions for 2026–2028;
- introduction of a monitoring and evaluation system to assess effectiveness.
Special attention is given to the development of public-private partnerships, strengthening the role of employers in shaping education policy, and ensuring equal access to vocational education, particularly for women and vulnerable groups.
It is expected that the implementation of the project will improve the quality of workforce training, strengthen the link between education and the labor market, and establish an effective governance system in the field of vocational education.
